Bright from the Start: Georgia Department of Early Care and Learning is responsible for meeting the care and early education needs of Georgia's ren and their families. It administers the nationally recognized Georgia's Pre-K Program, licenses care centers and home-based care, administers Georgia Childcare and Parent Services (CAPS) program, federal nutrition programs, and manages Quality Rated, Georgia's community powered care rating system.

The department also houses the Head Start State Collaboration Office, distributes federal funding to enhance the quality and availability of care, and works collaboratively with Georgia care resource and referral agencies and organizations throughout the state to enhance early care and education.


Job Description:

CAPS IES & Data Systems Manager will report to the Senior Manager – Technical Solutions. Under broad supervision, responsible for data systems development and coordination for all components of the CAPS program statewide. This includes: being the Integrated Eligibility System (IES) liaison & subject matter expert (SME), internal data systems development liaison and SME, coordination with Department of Family and Children Services (DFCS) data systems, and program liaison with Maximus. Supervises and provides guidance and support to the Senior Manager – Technical Solutions. Under limited supervision, analyzes business needs and participates in the planning, design and implementation of new or enhanced systems. Establishes standards and procedures to be used in the development of systems. Serves as highest advanced level subject matter expert, providing authoritative guidance for professional staff. Assembles project teams as needed, assigns individual responsibilities, identifies appropriate resources needed, and develops schedules to ensure timely completion of projects. Provides guidance and support to peers and subordinate staff serving on project teams. Requires some statewide travel.


Job Responsibilities:

  • Responsible for business operations input for statewide data systems development, enhancement, and coordination for the CAPS program.
  • Acts as liaison and subject matter expert (SME) on behalf of all components of the CAPS program, in collaboration with Department of Human Services (DHS) information technology staff, for development, enhancement, and maintenance of Georgia Gateway, the Integrated Eligibility System (IES).
  • Acts as liaison and subject matter expert (SME) on behalf of all components of the CAPS program, in collaboration with internal information technology staff, for development, enhancement, and maintenance of internal data systems.
  • Acts as liaison and subject matter expert (SME) on behalf of all components of the CAPS program, in collaboration with Maximus information technology staff, for development, enhancement, and maintenance of the MAXSTAR system.
  • Acts as liaison and subject matter expert (SME) on behalf of all components of the CAPS program, in collaboration with internal information technology staff, to maintain and enhance CAPS website to include ensuring content is current and completing web requests to update or change content.
  • Acts as liaison and coordinates access and use of Department of Family and Children (DFCS) data systems necessary to conduct eligibility function for the CAPS program.
  • Supervises and provides guidance and support to the Senior Manager – Technical Solutions. This includes: oversight of statewide program performance report development, maintenance, and enhancement; data analysis and reporting to support data-driven management and federal reporting requirements; and preparation of appropriate reports, charts, graphs, and presentations.
  • Coordinates all data system projects for the CAPS program and identifies and assigns (in coordination with CAPS leadership) other appropriate subject matter experts (SME’s) as needed. Assembles project teams and provides guidance and support to peers and subordinate staff.
  • Serves as a member of CAPS Program Administration section and supports the work of other team members as needed.
  • Analyzes information to determine nature and extent of customer and business user requirements and concerns.
  • Assists in the development of standards and procedures used in development of new, or enhancement of existing, systems.
  • Coordinates with vendors or technical staff to ensure that functionality of automated systems is consistent with, and in adherence to, program policies, laws, regulations, and best practice standards by users.
  • Develops and administers training and user guidance for statewide business users.
  • Develops and documents business processes for users of new or upgraded system.
  • Develops change management plans for transition to new or upgraded systems.
    Provides customer and business user support statewide in the use and maintenance of CAPS data systems.
  • Serves as liaison between customers/ business users and technical staff in implementation and development of business process automation.
  • Supervises, monitors and develops systems project tasks and schedules for system development, maintenance or enhancement.
  • Tests or coordinates user acceptance testing of new installations or upgrades.

Required Qualifications:

Bachelor's degree in a related field from an accredited college or university AND Two years of related experience OR Associate's degree in a related field from an accredited college or university AND Four years of related experience OR Two years of experience at the lower level IT Business Analyst 3 (ITP062) or position equivalent.

  • Knowledge of or experience with Georgia Gateway Integrated Eligibility System

Technical Competencies:

  • Knowledge of eligibility requirements and systems
  • Understanding of the needs and processes necessary when automating processes
  • Understanding of business user needs, and ability to translate those needs to technical staff that are responsible for the coding and development of CAPS data systems
  • Understanding of how data systems interact
  • Intermediate or advanced skills in Microsoft Word and Excel
  • Intermediate skills in SharePoint and information databases
  • Ability to execute high quality customer service by anticipating customer needs, providing services accurately, in a respectful and timely manner, and establishing and maintaining effective contact and follow through with customers
  • Ability to develop and maintain positive work relationshops
  • Ability to collaborate and work effectively as a team member
  • Excellent communication skills, both oran and written, and organizational skills
  • Ability to organize and evaluate data to drive decision making
  • Ability to work with diverse communities and sensitivity to needs and concerns of various cultural groups

Physical Position Requirements:

  • Work is typically performed in an office environment with intermittent sitting, standing, or walking in various settings.
  • The ability to speak clearly, to hear and understand at a normal conversational level, and to receive detailed information through verbal communication
  • Close visual acuity to perform an activity such as: preparing and analyzing data; viewing a computer terminal; extensive reading and visual inspection.
  • Full range of hand and finger motion for data entry purposes.
