The Contract Administrator will work directly with Project Management, Operations Management, Subcontractors, Vendors, Attorneys, and Government Contracting Officers and Contract Specialists across multiple Federal, State and Local agencies, as well as Commercial entities. The Contract Administrator will be responsible for systematically and efficiently managing contract creation, execution, and analysis for the purpose of maximizing financial and operational performance and minimizing risk. This includes assuring compliance with all Contracts, Subcontracts, Purchase Orders and Federal Acquisition Regulation (FAR) requirements, as well as, conformance with all applicable State and Local regulations and laws. The Contract Administrator will also work directly with corporate legal team and will be responsible for reviewing, redlining, negotiating, and administering business aspects (terms and conditions) of contracts for assigned business units. This position involves a general understanding of construction knowledge and principles.


Following is a list of primary tasks of the expected for the Contact Administrator position. Job Responsibilities include, but are not limited to:

  • Responsible for overseeing all contract related matters, including but not limited to Procurement and Subcontracts, Cost Controls, Project Management, and Accounting.
  • Maintains contract files and records; prepares status reports; and, reconciles differences with Accounting Project Manager Teams.
  • Provide ongoing assistance to staff in the administration of contractual agreements.
  • Coordinate review of contractual documents with Project Managers, Legal, Program Management, Tax, Finance, Health & Safety, Quality Assurance, Business Development, Operations, and other departments as necessary.
  • Review government and commercial NDAs, RFPs, teaming agreements, contracts, change orders and other legally binding documents.
  • Analyze requests for proposal and contract terms to identify business risks, suggest edits to the contract terms and conditions, assist with the development of pricing strategy, and support contract compliance efforts.
  • Support Business corporate legal team by providing the first legal review and redline of contractual documents, obtaining input to contract terms from other internal departments, as required, and assisting with negotiation of client contracts
  • Review project setup forms to ensure that a properly reviewed, approved, and executed contract is in place and that the information provided on the forms is consistent with the contractual requirements.
  • Identify and assist in negotiating contract changes with clients.
  • Verification that all contractual clauses are included in documents (as are appropriate).
  • Responsible for obtaining Certificates of Insurance and financial guarantees (i.e. bonds, letters of credit, etc.) as required.
  • Manage subcontractor and vendor/supplier performance in relation to contractual agreements and ensuring compliance to terms and conditions of contracts.
  • Assist accounting department in tracking payments to subcontractors and vendors as per contract.
  • Provide any other support as requested in areas of proposal preparation, contract review, negotiation, monitoring, close-out, indirect rate adjustments, audits, etc.

  • Bachelor’s degree in Business-related field desired. Will consider 7+ years of experience in lieu of college degree. Basic knowledge of general construction industry contracting practices a plus
  • Minimum 3-5 years of subcontracting and procurement experience in a Government contracting environment preferred.


  • Knowledge purchasing procedures and practices, materials, products, related to the the construction industry.
  • Excellent verbal and written communication skills
  • Proficient with Microsoft Office products and SharePoint
  • Ability to work with varied customers and clients, including Federal, state agencies, local governmental agencies, and commercial clients
  • Works independently with minimal guidance/supervision
  • Basic to working knowledge of the Federal Acquisition Regulation and related agency supplements, as well contracting principles and g business law preferred.
  • Engineering, environmental, and/or civil construction industry knowledge/experience a plus.


  • Expected work hours will vary by job, location, and needs.
  • May be required to travel to various locations as required.
